TNS geo-fencing around Vancouver Cruise Ship Terminal

Following consultation with the City of Vancouver and the Vancouver Fraser Port Authority, and in consideration of submissions from industry, the Passenger Transportation Board (Board) decided on July 8, to remove the transportation network services (TNS) geo-fencing term and condition around the Vancouver Cruise Ship Terminal. The removal of this term and condition is effective 30 days from the date of the decision, on August 8, 2025. 

In March 2025, the Board received a letter from the City of Vancouver requesting temporary removal of TNS geo-fencing during its pilot project. The City of Vancouver informed the Board that its pilot would result in additional curb space that could be used by TNS (ride-hailing) for pickups around the Vancouver Cruise Ship Terminal. To support its pilot, the City of Vancouver requested that the Board temporarily suspend the TNS geo-fencing term and condition from April 10 to December 31, 2025. 

On April 9, 2025, the Board posted a notice on its website requesting feedback. Following review of submissions and the materials on file, the Board decided to remove the applicable TNS geo-fencing term and condition. The Board does not plan to re-establish this term and condition following conclusion of the pilot. Please review the full Board decision for analysis and reasons for decision.
