Limousine and other passenger directed vehicle rates

Limousine and other passenger directed vehicle (PDV) operators must charge rates that are approved by the Passenger Transportation Board (Board). The Board's Rates Rules ensure passengers are charged reasonable and predictable prices for transportation services, by setting enforceable requirements that all limousine and Other PDV operators must adhere to. The Board has created a number of rules in its Rates Rules Manual, including:

  • Rates Rule - Other PDV Rates Rule

Failure to follow the Board's Rates Rules may result in compliance or enforcement actions by the Registrar of Passenger Transportation or fitness reviews by the Board.

Limousine rates and rules

Sedan limousines and sedan taxicabs are comparable in that they both have a seating capacity that can accommodate up to 5 passengers plus the driver.  These vehicles are used to provide separate and distinct services.  Board policies reflect these distinctions. For example, minimum hourly rates and vehicle size requirements for sedan limousines reflect luxury standards and vehicle styles that are generally expected when hiring a limousine service.  Such distinctions prevent confusion in the marketplace, facilitate the provision of appropriate transportation services, and promote sound, economic conditions in the provincial passenger transportation business.

The Board sets the minimum and maximum rates operators may charge. Operators may choose to:  

  • Provide hourly chartered rates outside of that rule, or
  • Charge point-to-point rates, or 
  • Charge individual (per person) fares 

Operators must tell customers what the rates and charges will be before the trip starts.

Other passenger directed vehicle rates and rules

The Board establishes standardized rules for other passenger directed vehicles (PDV), including shuttles, that are not operated as limousines. Other PDV operators may choose to:

  • Provide hourly chartered rates, or
  • Charge point-to-point rates, or
  • Charge individual (per person) fares

Operators must tell customers what the rates and charges will be before the trip starts.

The Board's Rates Rule - Other PDV Rates Rule contains all of the requirements that Other PDV operators must follow. Failure to follow these requirements may result in compliance or enforcement actions by the Registrar of Passenger Transportation or fitness reviews by the Board.
